Required Skills: •● Provide expert technical direction on system design, security, performance, accessibility, and scalability. •● Ensure implementation of modern engineering best practices, such as DevOps, CI/CD, test-driven development, and observability. •● Collaborate closely with the Project Manager, Product Manager, and UX Designer to ensure engineering decisions support user and program needs. •● Coach and mentor agency staff, vendors, and peers in engineering practices, contributing to long-term capability-building. •● Communicate technical decisions, risks, and trade-offs clearly and persuasively to both technical and non-technical stakeholders. •● Directs and mentors other design staff, providing strategic guidance and ensuring the consistent delivery of high-quality technical artifacts that align with the overall software delivery process. Qualifications: •Bachelor’s Degree from an accredited college or university in Engineering, Computer Science or a related discipline. (Note: A Master’s degree is preferred.) •● The proposed candidate must have at least six (6) years of experience in designing medium to large-scale sites, and management of at least five Internet projects. •● Minimum of 10 years of progressively responsible experience in software engineering, enterprise application architecture, or solution architecture. •● Demonstrated expertise in enterprise systems architecture, application integration, database design, software engineering principles, and the Software Development Life Cycle (SDLC). •● Minimum of 5 years of experience providing technical leadership within Agile environments, including leading and mentoring multidisciplinary teams consisting of software engineers, UX designers, DevSecOps engineers, quality assurance engineers, and other technical professionals. •● Proven experience designing, architecting, and delivering secure, scalable, cloud-native applications using modern software engineering practices. •○ Java, .NET, Node.js, React, Angular, GraphQL, and secure coding practices. •○ DB2, SQL, and other relational database technologies. •○ Cloudflare services, edge computing, and content delivery technologies. •○ RESTful APIs, web services, and systems integration technologies.
