Hiring: Sr. Program Specialist (Workforce Development) Company: TSMC Location: Phoenix, AZ Job Posted Time: 2026-09-11 10:26:05 Employment Type: On-site Target Skills & Keywords : Phoenix About the job Experience: •3+ years of experience in workforce development, program coordination, or internal operations within a large-scale manufacturing, construction, or technology environment. •5+ years of experience Required Skills: •Serve as the internal hub coordinating with HR, Finance, Legal, and Construction to ensure day-to-day Workforce Strategy and Funding Obligation (WSFO) activities execute on schedule under the CHIPS DFA framework. •Independently identify internal operational bottlenecks and determine the appropriate resolution path, escalating to the Manager only those risks requiring executive decision-making. •Monitor program milestones and deliverables, exercising judgment to maintain alignment with federal funding obligations. •Actively facilitate and support planning, execution, and tracking of workforce development and hiring programs, including progress monitoring, timeline management, and milestone tracking, under the leadership of the Workforce Program Manager (PM). •Strategically drive successful execution of workforce development programs end-to-end, proactively flagging risks, delays, or resource constraints and proposing solutions to keep programs on track. •Prepare briefing materials, status updates, and decision-support documents that translate program data into actionable recommendations for PM and leadership review. •Manage and track budgets and expenses for assigned workforce development programs, exercising judgment to keep expenditures within approved limits. •Coordinate with Finance to reconcile program spending, process invoices, and forecast future budget needs; provide budget status reports identifying variances and recommending corrective action. Qualifications: •Bachelor’s degree in Human Resources, Business Administration, Public Administration, Organizational Development, Communications, or a related field. •Primarily an office-based role requiring the ability to sit for extended periods of time while working at a computer. •Demonstrated capacity to use a computer, keyboard mouse and other standard office equipment for prolonged periods of time. •Demonstrated capacity to occasionally stand, walk, reach, bend, and carry light objects. •May require occasional travel to company sites or other meetings that involve walking through office, industrial or construction environments. •Master's degree in a related field. •Operational familiarity with On-the-Job Training (OJT) frameworks, apprenticeship models, and workforce pipeline programs. •Professional certifications such as PMP, SHRM-CP/SCP, or CPLP.
