Job Descriptions are not intended to reflect all duties performed within the job. •Assume full management responsibility for assigned division services and activities working through the department of Solid Waste; recommend and administer policies and procedures. •Manage the development and implementation of division goals, objectives, policies and priorities for each assigned service area. •Establish, within departmental policy, appropriate service and staffing levels; monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; allocate resources accordingly. •Plan, direct and coordinate, through subordinate level staff, assigned division's work plan; assign projects and programmatic areas of responsibility; review and evaluate work methods and procedures; meet with key staff to identify and resolve problems. •Assess and monitor work load, administrative and support systems, and internal reporting relationships; identify opportunities for improvement; direct and implement changes. •Respond to citizen complaints, questions and inquiries; investigate and resolve solutions to complaints as necessary. •Supervise and direct the development and implementation of special projects and programs including critical evaluation of objectives and writing special use reports. Qualifications: •Possession of a valid New Mexico Driver's License, or the ability to obtain by date of hire. •Possession of a valid City Operator's Permit (COP) within six (6) months from date of hire. •When Assigned To The Collection Division •Possession of a Solid Waste Association of North America (SWANA) Managing Solid Waste Collections System Certification preferred. •Office and field environment; exposure to noise and inclement weather; fumes, gas, dust, grease, smoke, potentially hazardous chemicals; slippery or uneven surfaces; exposure to computer screens. •Essential and supplemental functions may require maintaining physical condition necessary for sitting for prolonged periods; travel from office to sites.
