Identifies and defines ongoing enhancements required in the supporting existing applications. (35%) •Oversees the coding, testing, and debugging of programs and the preparation of test data. (20%) •Provides technical advice and assistance to management and technical staff in matters related to analysis and programming activities. Provides advanced business process expertise in analysis and design support to business process interfaces with various external agencies and service providers. (20%) •Formulates business policies, procedures, and standards consistent with the agency standardization efforts within HHSC and provides on-going communications and coordination with agency project managers and subject matter experts to resolve issues or potential issue while promoting adherence to sound development standards and solution. (10%) Qualifications: •Knowledge of the principles, practices, and techniques of computer programming and systems analysis; of computer operations procedures and systems; and of computer programming languages. •Skill in problem solving, critical thinking, in computer programming, in the use of computer hardware and software, and in modifying or developing programs for computer applications. •Extensive experience as a software architect or working on a software architecture team, providing technical leadership/guidance/mentorship. •Extensive experience leading the work of development staff in the delivery/implementation of applications/IT systems. •Knowledge of multi-tier system development. •Knowledge of building and supporting mission-critical applications, running in a highly distributed manner. Knowledge of multiple software development lifecycle phases, including scope and proposal, analysis, design, and software construction. •Knowledge of the limitations and capabilities of computer systems, of the techniques used in the design of non-automated systems, of information technology equipment, of applicable programming languages, of computer hardware and software, of computer operating systems, of writing program code, and of automated mapping. •Operational familiarity with configuration management concepts and tools. •Operational familiarity with software usability concepts. •Knowledge of the common design practices/standards associated with compliance to application accessibility (i.e. 508, JAWS, etc.).
