Required Skills: •Serve as a Senior Counterintelligence Integration Manager within the National Counterintelligence and Security Center (NCSC), Counterintelligence Directorate (CD), and carry out NCSC's responsibilities as the intelligence mission manager for counterintelligence. •Work in partnership with the Group Chief, to lead and guide the day-to-day coordination and deconfliction of offensive counterintelligence operations/activities (OFCO/A) to advance the integration of NCSC initiatives with OFCO/A executors to counter foreign intelligence threats to the United States. •Lead the development and implementation of strategic offensive counterintelligence initiatives and evaluative the effectiveness of OFCO/A in support of national priorities; develop collaborative initiatives to focus enterprise attention on high priority counterintelligence issues. •Represent NCSC in various IC and policy fora and integrate counterintelligence into the national security decision making process. •Recognize, value, build, and leverage diverse collaborative networks within the ODNI and across the IC and routinely engage IC counterparts to drive mission integration. •Lead stakeholders to develop the roadmap for the strategic solution to compartmented collaboration. •Lead assessments to leverage best practices and lessons learned. •Lead and support briefings to senior IC officials and other major stakeholders on collaboration progress, issues and challenges. Qualifications: •Must be a U.S. Citizen residing in the United States •Appointment is subject to a suitability or fitness determination, as determined by a completed background investigation. •Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI) •Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. •A two-year trial period is required for all new permanent appointments to the ODNI. •Superior leadership skills and ability to conduct interagency counterintelligence coordination, lead interagency counterintelligence task forces/working groups and a deep understanding of the OFCO/A executor community. •Superior understanding of the following policies and the implementation thereof: EO 12333, ICD 750, ICD 750-1, ICD 751, NSPM-23, the National Counterintelligence Strategy and counterintelligence policies and authorities from the OFCO/A executor community. •Superior ability to anticipate issues relevant to the IC and United States Government and recommend/implement needed actions as they pertain to National level guidance, the counterintelligence enterprise and the OFCO/A executor community. •Superior ability to design, implement and lead integration strategies for NCSC and IC initiatives and programs, including the superior ability to manage human, financial, and information resources. •Superior leadership skills and ability to lead interagency working groups, build coalitions with IC elements to achieve common goals.
