Required Skills: •Responsible for providing managerial support of the DS/IP/OPO’s training programs and works under the technical guidance and direction of government officials. •The STMA assists in the development of contract training and support performance work statements by providing subject matter expertise in security operations, performance standards, best practices, interoperability training, and emergency contingencies. •The STMA serves as the subject matter expert in monitoring contractors’ compliance to training and support requirements contained within the WPS contracts, task orders and for the local guard, bodyguard, and surveillance detection programs. •The STMA conducts planned, and systematic evaluations based on their knowledge of quality assurance/internal control methods, principles, practices, and training instructor expertise. •The STMA ensures contractors fulfill their responsibilities to provide training, adequate facilities, and equipment consistent with the requirements of the contract. •The STMA coordinates with the Bureau of Diplomatic Security’s Training Directorate and other applicable DS offices to ensure that the contractors are training in accordance with DS approved lesson plans, instructional guides, and all applicable training guidance. •The STMA may travel domestically and abroad to conduct on-site reviews and evaluations of the contractor-provided training, ensuring all contractual obligations are met and requesting corrective action by the contractors, through the Contracting Officer, if necessary, when inadequacies are detected in the training and compliance programs. •The STMA assists Desk Officers with reviewing, monitoring, evaluating, and modifying the delivery of training at the Task Order location. Qualifications: •Bachelor’s degree required. •Active Secret Clearance or higher. •Knowledge of instructional theories, concepts, and methods to design, develop, present, and evaluate training courses tailored to specific needs of targeted audiences in the field of firearms, defensive tAactics, defensive driving, improvised explosive devices and protective security. •Broad knowledge of management, staff functions, training development and methodology, property accountability and resource management to support the functions of the Bureau and ensure the fielding of a properly staffed, trained, equipped, and resourced protective security force capable of meeting the entire spectrum of security threats. •“This position is contingent upon contract award and funding.
