Hiring: Request for Action (RFA) Underwriter / Housing Development Officer, Intermediate Company: State of Minnesota Location: St Paul, MN Job Posted Time: 2026-09-16 14:33:46 Employment Type: Full-time Target Skills & Keywords : Microsoft Excel, Program Management, Project Management About the job Required Skills: •Process and evaluate RFA submissions, including collecting, verifying and interpreting legal documents and due diligence. •Analyze and underwrite loan servicing requests, assessing financial data, compliance requirements, long-term property health and Agency mission alignment. •Coordinate cross-division review, collaborating with asset management, legal, compliance, and external funding partners to resolve loan servicing issues. •Prepare and present clear written memos for and deliver presentations to internal committees and Agency leadership. •Administer and monitor the maturing loans list, ensuring timely notices, follow-up, and borrower guidance. •Lead annual LURA extension outreach activities, including technical review of LURA documents and coordination with owners. •Support RFA program operations, including procedure updates, inter-team communication, and maintenance of legal file systems. •Perform other duties as assigned. Single family lending experience or mortgage banking experience is insufficient. •Demonstrated capacity to analyze financial and compliance information and apply requirements from loan documents to loan servicing scenarios. •Demonstrated communication skills, including ability to comprehend and communicate complex information in plain language •Demonstrated capacity to work independently while meeting deadlines. •Proficiency in Microsoft Word (to prepare memos and use templates), Excel (to create spreadsheets and use formulas), Outlook (to use email communication and navigate calendars), and Access (to navigate database). •Demonstrated ability to work effectively with partners from diverse backgrounds and maintain respectful relationships with a variety of internal and external partners. •Three (3) years of demonstrated experience in affordable housing including multifamily underwriting, multifamily loan servicing, multifamily asset management, closing multifamily affordable housing loans.
