Management may assign additional duties and responsibilities to this job at any time due to reasonable accommodation or other reasons. •Provide financial analysis in support of PMS-317 portfolio of projects across the Planning, Programming, Budgeting, and Execution (PPBE) process. •Coordinate, support, and analyze Program Objective Memorandum (POM), Budget Estimate Submission (BES), Program Budget Review (PBR), and President’s Budget (PB) submissions for PMS-317. •Provide expertise and support coordinating all aspects of annual Business Planning for PMS-317. •Measure organizational performance; assess the effects of various programs and policies on the budget. Identify risks and communicate with PMS-317 leadership. •Examine budget estimates or proposals for completeness, accuracy, and conformance with established procedures, regulations, and organizational objectives. •Perform cost-benefit analyses to review financial requests, assess program tradeoffs, and explore alternative funding methods. •Conduct training sessions for company or government agency personnel regarding new budget procedures. Qualifications: •Program Budget Information System (PBIS) •NAVSEA Enterprise Planning System (NEPS) •Research, Development, Test and Evaluation Documentation System (RDOCS) •Computer Optimized Batch Reconciliation Application (COBRA) •Must be a US Citizen with the ability to obtain a government-issued CAC and possess an active Secret clearance. •The ideal candidate must at a minimum be able to meet the following physical requirements of the job with or without a reasonable accommodation •Demonstrated capacity to perform repetitive motions with the hands, wrists, and fingers. •Demonstrated capacity to engage in and follow audible communications in emergency situations. •Demonstrated capacity to sit for prolonged periods at a desk and working on a computer.
