Required Skills: •Leads the Company's water supply planning, resource management, water rights administration, and long-term water supply strategy activities. •Serves as the Company's lead project manager for major water supply initiatives, including potable reuse, desalination, groundwater, recycled water, imported water, and other supply diversification projects. •Directs and oversees consultants, contractors, and technical advisors engaged in water supply planning, engineering, environmental review, design, and implementation activities. •Develops and evaluates water supply plans, forecasts, project alternatives, capital investments, agreements, and resource strategies to support reliable and cost-effective service. •Conducts independent technical, operational, financial, and policy analyses of water supply programs, investments, and agreements to support prudent stewardship of customer resources and informed utility decision-making. •Monitors and evaluates regulatory, legislative, environmental, and industry developments affecting water supply reliability, water rights, and resource management. •Coordinates activities with Company departments, regulatory agencies, governmental organizations, regional water agencies, and other external stakeholders. •Represents the Company in matters related to water supply planning, resource management, strategic water supply initiatives, and regulatory proceedings as required. Qualifications: •Extensive knowledge of civil engineering principles and practices related to water resources, water supply systems, utility infrastructure, and resource management. •Knowledge of California water rights, water policy, water resource planning, and regulatory frameworks affecting water utilities. •Knowledge of project management, consultant management, contract administration, and capital project delivery. •Operational familiarity with potable reuse, desalination, groundwater management, recycled water, wastewater, imported water supplies, and other water supply development strategies. •Strong analytical and problem-solving skills, including the ability to evaluate complex technical, operational, financial, and regulatory issues, utility economics, capital investments, and lifecycle costs. •Demonstrated capacity to develop and evaluate water supply strategies, resource plans, infrastructure investments, and long-term planning alternatives. •Demonstrated capacity to establish and maintain effective working relationships with Company personnel, consultants, regulatory agencies, governmental organizations, and other stakeholders. •Excellent written, verbal, presentation, and interpersonal communication skills. •Demonstrated capacity to lead multidisciplinary teams, manage consultant performance, and effectively influence outcomes across organizational boundaries. •Bachelor's degree from an accredited college or university in Civil Engineering or a closely related engineering discipline.
