This position will design, develop, evaluate, and continuously improve eLearning and instructor-led education products supporting NATO personnel, partners, and training organizations. •This role requires a professional who will collaborate closely with subject matter experts and stakeholders to conduct needs analyses, establish measurable learning objectives, structure courses, create instructional content, develop assessments, and produce SCORM-compliant learning products for delivery through Learning Management Systems. •Conduct learning and Training Needs Analyses with SMEs and stakeholders. •Define measurable learning objectives aligned with course outcomes. •Design course structures, modules, lessons, assessments, and learning sequences. •Develop instructional content using storyboard-based and rapid-development methodologies. •Select instructional strategies appropriate to learner needs and course objectives. •Develop pre-assessments, formative assessments, and summative assessments. Qualifications: •Master’s or bachelor’s degree in Education and Training Development, learning theory, educational psychology, instructional design, educational evaluation, or a related discipline. •Candidates with a bachelor’s degree must have at least three years of experience as an Instructional Systems Designer. •At least three years of eLearning development experience within the past five years. •Demonstrated experience communicating with clients, SMEs, and stakeholders throughout the instructional-design lifecycle. •Demonstrated capacity to provide a portfolio demonstrating contributions to at least three eLearning projects, including representative storyboards, course-flow examples, and assessment strategies. •Knowledge of ADDIE, SAM, adult-learning theory, and competency-based learning. •Operational familiarity with SCORM, xAPI, accessibility, and eLearning quality standards. •This position requires an active National SECRET (or higher) security clearance from the U.S. or a NATO member nation.
