Qualifications: •Bachelor's Degree in Human Resources or related field of study. •Minimum of 6 years of progressive HR experience with a strong emphasis on classification and position management. •Must be a US Citizen with an active Secret Clearance or ability to obtain a favorable suitability adjudication, based on a Tier 3 background investigation. •Possess the analytical expertise to translate complex workforce metrics, OPM standards, DSCA policies, and manpower data into high-quality, executive-level workforce summaries, strategic briefings, and dashboards that directly support leadership decision-making. •Strong communication and advisory skills, with the ability to clearly explain HR policies and actions and their organizational impacts to leadership and managers. •Strong client-facing communication and stakeholder engagement skills. •Excellent oral, written, and interpersonal communication skills. •Microsoft Office 365 (Excel, Word, PowerPoint, Teams, SharePoint) and AI proficiency. •Substantial HR experience within the Security Cooperation environment and requisite knowledge of management operations and stakeholders.
