Hiring: EOCEP Program Manager (Education Associate) - 60024554 Company: State of South Carolina Location: West Columbia, SC Job Posted Time: 2026-09-10 12:33:24 Employment Type: Contract Target Skills & Keywords : Program Management About the job Required Skills: •The mission of the South Carolina Department of Education (SCDE) is to serve students, support teachers, empower parents, and engage the community so that every student graduates prepared to reach their full potential. •Develop brochures, manuals, guides, score reports, and other materials to communicate test policies and procedures effectively to schools and districts and provide useful, clear, and transparent information to teachers, students, parents, and other stakeholders in accordance with state and federal requirements. •Support classroom monitoring and test-security documentation to help ensure the integrity of assessment results. Assist with the design of assessment strategies for studies and projects in accordance with accepted psychometric standards. •Analyze assessment data and prepare reports of results in accordance with accepted standards for psychometric theory, research, and practice. Participate in state and federal accountability evaluations, including peer review. •Manage assigned projects, schedules, responsibilities, and deliverables with minimal supervision while producing accurate, high-quality work. •Partner cross-functionally with internal and external partners and participate in conferences, trainings, regional meetings, workshops, and other professional activities related to statewide assessment programs. •Complete other duties as assigned by the supervisor, including occasional overnight travel. •This position is located in the Office of Assessment and Standards. Qualifications: •A bachelor's degree and experience in education, management or business. •A master's degree and ten (10) years of experience in education, management, or business; or a bachelor's degree and fifteen (15) years of experience in education, management, or business. •Master's degree or Ph.D. in education, assessment, measurement, or related field preferred. •Academic background in educational assessment or measurement, including knowledge and skills normally acquired through graduate-level coursework in educational research and/or measurement. •Understanding of large-scale testing and the technical expertise necessary to develop and administer high-quality educational assessments. •Knowledge of accepted psychometric standards and the ability to analyze assessment data and prepare accurate reports. •Excellent written and oral communication skills, including the ability to develop guidance materials, communicate policies and procedures, and make presentations to varied audiences. •Effective time-management, planning, organization, and project-management skills, with the ability to work independently, meet schedules, and maintain responsibility for multiple assignments. •Demonstrated capacity to collaborate effectively with SCDE staff, contractors, district and school personnel, educators, parents, students, and other stakeholders. •Some overnight travel may be required to attend conferences, trainings, regional meetings, workshops, and other assessment-related activities.
