The role combines strategic workforce transformation consulting, program design, operational leadership, and full contract management responsibility. •As Program Manager, you will also be responsible for overall contract performance, financial management, staffing, subcontractor coordination, quality assurance, and client satisfaction while leading a multidisciplinary team of consultants and subject matter experts. •Program Leadership & Workforce Transformation •Lead the Workforce Planning and Talent Strategy Staff and serve as the primary point of contact for agency leadership. •Design, implement, and continuously improve workforce planning, recruitment strategy, and talent management operating models. •Develop workforce planning methodologies, governance frameworks, service delivery approaches, and implementation roadmaps. •Lead creation of workforce plans, talent acquisition strategies, workforce analytics frameworks, dashboards, executive briefings, and decision-support tools. •Guide organizational change management, stakeholder engagement, communications, and adoption activities associated with workforce initiatives. Qualifications: •U.S. Citizenship is required due to the requirements of the government contracts AE Strategies supports. •Demonstrated capacity to attend onsite meetings with the client in Silver Spring, MD. •Bachelor's degree required; Master's degree preferred. •Ten (10) or more years of relevant experience in workforce planning, talent management, human capital consulting, organizational development, management consulting, or related fields. •Demonstrated experience leading large workforce transformation, human capital, talent acquisition, or organizational effectiveness initiatives. •Demonstrated success building consensus among diverse stakeholder groups and influencing senior leaders. •Strong consulting, communication, facilitation, executive presentation, and client relationship management skills. •Demonstrated capacity to balance strategic thinking with practical execution and operational discipline.
