Hiring: Director, Federal Government Affairs - House Ways and Means / Senate Finance Democrats Company: Boehringer Ingelheim Location: Washington, DC Job Posted Time: 2026-09-11 13:03:53 Target Skills & Keywords : Accessibility, Medicare About the job Experience: •10+ years of relevant experience in federal healthcare policy, congressional advocacy, lobbying, or corporate/trade association government affairs, with meaningful experience working on or with House Ways & Means and/or Senate Finance Democrats •18 years of age or older Required Skills: •The Director will be responsible for shaping and executing advocacy strategies tied to high-priority issues under the jurisdiction of Ways & Means and Finance, including Medicare policy, reimbursement, provider and payment issues, tax-related healthcare policy, trade-related implications, and broader market access frameworks. •Serve as Boehringer Ingelheim’s lead federal government affairs representative for relationships with Democratic Members and staff of House Ways & Means and Senate Finance, including health, tax, and trade-focused staff and related leadership offices •Develop and implement legislative strategies to advance Boehringer Ingelheim priorities before assigned committees while anticipating downstream implications for access, affordability, innovation, and business operations •Build trusted relationships with Democratic policymakers and staff who are central to federal debates affecting biopharmaceutical pricing, payment, tax, and coverage •Monitor and analyze legislation, budget and reconciliation activity, tax proposals, Medicare policy developments, hearings, markups, and Finance/Ways & Means negotiations, and convert those developments into actionable guidance for company leadership •Partner with Public Policy, market access, pricing, legal, communications, state government affairs, brand teams, and other internal stakeholders to prepare advocacy materials and ensure policy positions are grounded in enterprise priorities •Actively facilitate and support development of issue briefs, talking points, Member and staff meeting materials, executive summaries, and hearing or markup preparation for senior internal stakeholders •Identify opportunities for proactive engagement with congressional offices, committee staff, trade associations, and allied stakeholders to inform debate and position Boehringer Ingelheim as a constructive policy partner Qualifications: •Bachelor’s degree required; advanced degree preferred •In-depth knowledge of Medicare policy, payment and reimbursement dynamics, tax and trade policy as it intersects with healthcare, and committee-driven legislative strategy •Demonstrated ability to analyze complex legislative proposals, identify their enterprise implications, and provide practical strategic recommendations to senior internal stakeholders •Outstanding written, verbal, analytical, and interpersonal communication skills, including the ability to tailor messages for policymakers, executives, and cross-functional internal teams •Strong organizational and project-management skills, including the ability to manage multiple fast-moving workstreams in a dynamic and politically sensitive environment. •Must be legally authorized to work in the United States without restriction •Must be willing to take a drug test and post-offer physical (if required) •Must be 18 years of age or older •With us, you can develop your own path in a company with a culture that knows our differences are our strengths - and break new ground in the drive to make millions of lives better. •Here, your development is our priority.
