Required Skills: •Develop, implement and administrate the federal, state and local emergency response plans and systems for DHS's Central office and the 24 local Departments of Social Services. •Coordinate, review, and update the mandated Continuity of Operations Plan (COOP) for DHS and the local departments to ensure the readiness of all relocation and command center sites, communication devices, and support equipment as certified by the Maryland Department of Emergency Management (MDEM). •Develop hazard plans, conduct risk and vulnerability assessments, and coordinate training and preparedness initiatives to mitigate potential emergencies. •Direct and manage the implementation of the State Administrative Plan (SAP) for Individual Assistance (IA) in coordination with the Maryland Department of Emergency Management (MDE.M) and Federal Emergency Management Agency (FEMA). •Communicate with all levels of management concerning the preparations and response to emergency situations. •Communicate and coordinate with facility managers and contractors to ensure back-up power capacity and costs associated with back-up power provisions for communication and operation of State shelters during an emergency incident. •Coordinate and/or attend meetings, briefings, conferences, and seminars sponsored by federal, State, and local emergency management agencies as well as partner organizations and outside experts in the field. •Train the emergency operations coordinators throughout the department. Qualifications: •A Bachelor’s degree from an accredited college or university. •Three years of experience creating emergency response plans, SOPs, and emergency policies. •Three years of experience managing incident reporting, conducting workplace safety assessments, or coordinating emergency operations with local, state, or federal partners. •One year of experience using computer software such as Microsoft Word, Excel, PowerPoint, or Google Docs/Sheets to create reports, spreadsheets, or presentations. . •If you are in State service and are a promotional candidate, your salary will be determined in accordance with State of Maryland guidelines. •For education obtained outside the U.S., a copy of the equivalent American education as determined by a foreign credential evaluation service is required prior to hire.
