Required Skills: •This leader will bring both deep technical expertise and strong executive judgment to ensure BCIT's technology divisions operate with excellence, security, and resilience while aligning every function to BCIT's mission, values, and citywide priorities set by Mayor Brandon Scott. •Executive Leadership & Deputy CIO Functions •Serve as the CIO's principal technology deputy, acting on behalf of the CIO in their absence and representing BCIT in interagency, mayoral, and public-facing engagements as directed. •Provide unified strategic and operational leadership across all divisions reporting to this role, including Applications, Information Security, Infrastructure, Public Safety Services & Emergency Communications, and Digital Services. •Translate the CIO's strategic direction into technical architecture, engineering standards, and measurable performance targets across the Technology portfolio. •Serve as a senior member of BCIT's executive leadership team, contributing to agencywide strategy, culture, and organizational effectiveness. •Champion a culture of security-mindedness, engineering excellence, continuous improvement, and inclusive leadership across all supervised divisions. •Represent BCIT before the City Council, oversight bodies, and mayoral leadership as directed—including participating in budget hearings, responding to audit findings, and briefing legislative committees on technology and cybersecurity matters. Qualifications: •Bachelor's degree in Computer Science, Information Technology, Computer Engineering, or a related discipline from an accredited institution. Master's degree strongly preferred. •Exceptional executive leadership and technical management skills, with a proven ability to lead multiple complex technology divisions simultaneously. •Deep technical fluency across enterprise applications, cybersecurity, network and systems infrastructure, and digital service delivery, with the ability to engage credibly with engineers and executives alike. •Strong knowledge of cybersecurity governance, including identity and access management, vulnerability management, security operations, and incident response practices. •Strong working knowledge of enterprise architecture, application rationalization, and IT portfolio governance, including the ability to evaluate technical roadmaps and enforce standards across a diverse technology environment. •Strong people leadership skills—able to develop, inspire, coach, and hold accountable a diverse team of senior technical managers and directors; demonstrated commitment to succession planning and building leadership depth. •Excellent verbal and written communication skills, with the ability to translate complex technical matters for non-technical leadership such as elected officials, City Council, oversight bodies, agency executives, and the public. •Demonstrated ability to manage organizational change at a senior executive level, including building buy-in, navigating political complexity, and sustaining momentum through technology transitions. •Strong fiscal and contract management acumen, including experience overseeing large-scale technology budgets and complex vendor relationships across multiple divisions. •Proven commitment to equity, inclusion, and resident-centered digital service delivery.
