Required Skills: •Plan, direct and monitor the Accounting Department. •Plan, organize and direct the maintenance of books and records according to standard accounting procedures for all financial activities. •Plan, organize and direct the preparation of all financial statements required by various funding sources and regulatory agencies as well as the Commission and non-profit corporations under management. •Delegates authority for receipt, disbursement, banking, protection and custody of funds, securities, and financial instruments. •Designs and implements cash management system. •Analyzes financial records to forecast future financial position and budget requirements. •Advises management on investments and loans for short- and long-range financial plans. •Develops new accounting sub-systems and reviews and revises existing systems. Qualifications: •Graduation from an accredited college or university with a Bachelor's Degree in Accounting, Finance, Business or related field. •Considerable knowledge of accounting principles, practices, governmental accounting, grant, cost accounting, bonds. •Considerable knowledge of modern office practices and procedures related to accounting. •Knowledge of, or ability to acquire knowledge of governmental laws, rules and regulations governing accounting activities at HOC. •Demonstrated capacity to develop and make improvements in accounting methods, procedures, forms and records. •Knowledge of computerized spreadsheets, databases, and computerized accounting systems. •Demonstrated capacity to organize, analyze and interpret financial data to solve accounting problems. •Demonstrated capacity to communicate effectively, both orally and in writing. •Demonstrated capacity to supervise and train subordinates. •Demonstrated capacity to plan, direct and coordinate the activities of the Accounting Department.
