Hiring: Chief of Lease Management & Procurement Company: Maryland Department of General Services Location: Baltimore, MD Job Posted Time: 2026-09-15 14:16:00 Employment Type: Contract / Hybrid Target Skills & Keywords : Program Management About the job Experience: •Five (5) years of experience as a Director, Manager, Administrator or comparable qualified professional involving the acquisition, negotiation and management of leased space to include experience in team management and leadership. This experience must include at least two (2) years of previous supervisory experience. Required Skills: •Reviews and analyzes real estate procurement requests to make sure they follow Maryland State laws, regulations, policies, and procedures. Identifies problems, recommends corrections, and approves procurements within delegated authority, including items going to the Board of Public Works (BPW). •Guides procurement officers and State agencies on proper procurement methods and requirements. Participates in pre-bid meetings, evaluation committees, procurement discussions, and staff training. •Directly supervises four Agency Relationship Managers/CMPOs and five real estate broker staff. Assigns work, reviews performance, provides training, and ensures work is completed accurately and on time. •Ensures existing leases, renewals, modifications, and contract requirements are properly managed and followed. Helps resolve lease or contract compliance issues and defaults. •Helps create and implement new or revised statewide real estate procurement policies, procedures, guidelines, standards, and best practices. •Works with the Attorney General’s Office on protests, disputes, pre-litigation matters, and settlements. Provides documentation and expert support for audits and represents the Office of Real Estate during reviews by the Office of Legislative Audits. •Leads or assists with high-level and complicated real estate projects, including strategic relocations, emergency procurements, intergovernmental transactions, and other major State real estate needs. Qualifications: •Bachelor’s Degree from an accredited college or university, preferably in finance, real estate, business management or a related field. •Strong preference will be given to applicants who possess the following preferred qualification(s) •. Include clear and specific information on your application regarding all qualifications. •● Excellent verbal and written communication skills. •● Knowledge of the commercial lease acquisition process. •● Contract negotiation experience and an understanding of project financing. •● Paralegal certification or experience in drafting and interpreting lease documentation. •● Demonstrated experience writing documents, reports and graphic representations that communicate important information from observations, evaluations or analysis to explain or advance organizational objectives. •● Demonstrated ability to communicate and work collaboratively with a wide range of stakeholders, and the ability to build consensus. •● Working knowledge of State Procurement Law related to the acquisition and construction of leased space.
