Qualifications: •Current New York State Department of Health employee with one year of permanent or contingent-permanent, competitive, service as an Associate Health Care MSA, SG-23. •Current New York State employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a SG-21 and deemed eligible for transfer to Associate Health Care MSA, SG-23 under section 52.6 of the NYS Civil Service Law. •A bachelor's degree and three years of specialized experience in either evaluation of programs in the health care financing field or in health services research in finance, design, or implementation and one year of which must include experience in conducting public policy research and analysis in finance. •When reviewing qualifications, omissions and vagueness cannot be interpreted in the candidate’s favor.
